This proverb is in reference to manners. It suggests that in polite society, it’s better to think that someone is rude than not to think at all. This is because someone who acts rudely will probably be thought of as rude. On the other hand, not acting rudely will mean that the person in question has nothing to be judged for. If someone does not act politely, people will assume he or she is rude.
